Public space is still public when there is no public.

Our mandate covers benches, bins, lamps, rails, signs, planters, shelters, kiosks, decorative clocks, and everything that looks like a bin but turns out to be science.

There is no “away” in a vacuum.

Every misplaced receipt becomes a permanent satellite. The Commission therefore specifies civic litter infrastructure to a standard of one receipt per geologic era.
